DLA increases capacity of emergency power contract to $90 million

WASHINGTON — Since Hurricane Maria ravaged Puerto Rico and the U.S. Virgin Islands on September 20, Berger/Cummins, a joint venture of Louis Berger Power and Cummins Power Generation, has worked closely with the Defense Logistics Agency (DLA) to provide power generation equipment to the islands in support of Federal Emergency Management Agency (FEMA) disaster relief efforts.

Berger/Cummins deploys emergency power generation equipment to hurricane-damaged Puerto Rico and U.S. Virgin Islands

The Berger/Cummins joint venture works with the Defense Logistics Agency and the Federal Emergency Management Agency to provide emergency power support during disasters and emergencies.

“The devastating effects of Hurricane Maria destroyed much of the islands’ power grid,” said Raymond J. Mardini, PE, senior vice president at Louis Berger Power. “We are proud to support DLA and FEMA in their ongoing relief and recovery efforts by providing rapid and reliable emergency equipment.” 

After Hurricane Maria downed power lines and destroyed power sources, DLA engaged Berger/Cummins to provide emergency power support to the heavily damaged islands under an existing indefinite delivery/indefinite quantity (IDIQ) contract.

According to Ekaterina Mermersky, senior project manager for disaster and emergency response at Louis Berger Power, “Since Hurricane Maria made landfall on Puerto Rico, DLA has awarded Berger/Cummins eight task orders to provide 463 individual generator sets with a total deployed capacity of 128 MW. All generators were deployed via the ports of Charleston, South Carolina, and Jacksonville, Florida, with onward movement to Puerto Rico and the U.S. Virgin Islands.”

Awarded in March 2016, the five year IDIQ provides for rapid deployment of emergency power generation equipment in support of FEMA disaster relief operations domestically and in overseas U.S. territories. Initially set at $45 million, the capacity of the  IDIQ was recently increased to $90 million.
