Providing reliable power for critical facilities

Victory Base Complex was a cluster of U.S. military installations surrounding the Baghdad International Airport in Iraq. Provision of continuous and reliable power was critical to military operations.

Challenge
To accommodate rapid base expansion and reduce power costs, the U.S. Army Corps of Engineers sought a prime power solution that would expand its power generation capacity and reduce inefficient spot generation.

Solution
Louis Berger, with its joint venture partner, Cummins, provided a turnkey power solution that included semi-permanent prime power plants and electrical distribution systems on both sides of the complex.  

On the west side, Louis Berger:

  • Installed, operated, and maintained a 31 MW, 50 hertz power plant.
  • Provided a new power distribution system.
  • Installed and operated a 160,000 gallon fuel storage and supply system with a used oil blending and fuel polishing system.

On the east side, Louis Berger:

  • Assumed operation and maintenance of an existing 20 MW plant.
  • Designed and constructed a new 54 MW plant, creating a combined 74 MW, 50 hertz facility.
  • Upgraded electrical infrastructure, including 21 km of leased overhead distribution, with 26 40-megawatt substations, replacing 103 spot generators.
  • Constructed a fuel farm.

The combined 74 MW power plant was the world's largest expeditionary prime power plant serving a U.S. military base. In addition to providing power to U.S. military and multi-national forces headquarters along with control facilities and communications infrastructure, the project saved the client millions of dollars a year in fuel, operations and maintenance costs.
